The Network of Associations of Local Authorities of South-East Europe (NALAS), in partnership with the National Association of Local Authorities of Georgia (NALAG) and with support from the EU and SDC through the PLATFORMA project, is seeking a Lead Expert to conduct a study on the decentralization of social services in Georgia, with comparative insights from another South-East European country.

The study will support policy dialogue and advocacy by assessing which social services are best managed at the central or local level, based on efficiency, equity, and governance capacity. The expert will conduct a desk review, comparative analysis, and stakeholder consultations, and will develop evidence-based recommendations to inform Georgia’s next decentralization strategy.

The assignment will have an estimated input of 15 working days.
