NALAS has successfully launched the implementation of the project “Promoting Climate Adaptation and Sustainable Urban Mobility in South-East Europe”, which aims to strengthen the capacities of local governments to design and implement policies and solutions that address climate change impacts while advancing sustainable urban mobility.
Through this project, NALAS and its member Local Government Associations will support the further development of green and sustainable mobility across the Western Balkan Six (WB6) region.
As part of the project, NALAS has established a new Thematic Expert Group on Climate Resilience and Sustainable Urban Mobility. The expert group was officially launched during a meeting held on 12 November 2025 in Zagreb, Croatia, at the Association of Cities in the Republic of Croatia. The meeting brought together representatives of local government associations and experts from the WB6 region.
The meeting was organised within the 10th CIVINET Forum, “Climate Resilience – Greening and Sustainable Mobility Planning” (12–14 November 2025). Participants also attended other Forum activities, including the Climate Resilient Cities Conference and the 1st module of the Urban Mobility Academy for Climate-Resilient Cities, which focused on climate change challenges and resilient solutions in sustainable urban mobility.

In addition, NALAS representatives participated in the Clean Bus Platform Study Visit held in Madrid, Spain on 8 December 2025, organised by the Transport Community and GIZ. Participants explored first-hand the approaches of EMT Madrid in deploying electric and hydrogen buses, transforming bus depots, integrating charging infrastructure and grid requirements, and implementing innovative operational solutions. The visit also included discussions with experts from the European Investment Bank and JASPERS on the financial and organisational steps needed to transition towards clean and efficient public transport systems.
This initiative is implemented under the Green Agenda: Climate Change Adaptation in the Western Balkans (WB Adapt), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, in cooperation with the Transport Community, NALAS, and CIVINET Slovenia–Croatia–SEE.
