In 2016, the Quick Response (QR) Service, as an instrument of the NALAS Knowledge Centre, has been used to produce policy arguments for NALAS member Associations in their advocacy efforts to improve legislation and environment affecting local governments in South-East Europe, but also improve Associations’ institutional capacities and the services they offer to their member LGs.

Thirteen (13) QR Reports were produced, focusing on different competences of local government and their execution throughout SEE, such as: criteria for establishing and terminating a municipality, planning municipal revenues, energy contracts, managing markets, financing local roads, improving public utility companies, EU integration and LGs, LGs and anti-corruption, privatization of water supply companies, import of waste, etc.

The evaluation of the service showed number of positive impacts achieved with a contribution of this service. For illustration, by using the arguments of the Quick Response Report, CALM (Moldova) successfully lobbied for a Law which for the first time in history provides local governments with funds for local roads. Now, 50% of the National Road Fund will go to municipalities.

To provide a comprehensive service, the Quick Response complemented with other NALAS services, such as Peer Review, shadowing, etc.
