From 15-17 October 2024, within the 47th Session of the Congress of Local and Regional Authorities of the Council of Europe, in Strasbourg, France, NALAS symbolically marked 20 years since the signing of its statute, at the same place and occasion.

Under the motto “20 years dedicated to empowering local voices, driving regional progress!” NALAS members and supporters gathered to mark this important milestone. What started as a vision for an exchange platform for local governments 20 years ago, has grown into a strong, unique network that safeguards local autonomy, promotes decentralisation and strengthens capacities for a better future of South East Europe, reflected participants.

During the debate “Local democracy as a pillar of peace and stability in South-East Europe: 20th anniversary of the creation of NALAS”, Mayor Dusan Raicevic, President of NALAS said:

“What began with a modest vision—to create a platform for local governments to share knowledge and promote democracy and decentralization—has grown into an influential network with a profound impact. Over the past two decades, NALAS has strengthened local government associations, supported EU accession efforts, and provided crucial technical assistance to over 7,000 local governments. We have fostered sustainable, inclusive, and resilient municipalities through our Knowledge Centre, regional cooperation, and capacity-building initiatives.

What truly sets NALAS apart is the unprecedented solidarity among its members, expressed not only in difficult times but also through our daily work. Thousands of mayors and municipal staff from across South-East Europe have been positively impacted by NALAS’s activities, and we have figures to prove it.”

Mr. Raicevic also shared strong messages for the future: “As we move forward, let us remember the spirit of cooperation and solidarity that brought us together twenty years ago. The challenges we face may evolve, but the strength of our collaboration will ensure that we are equipped to navigate the future.

Together, we will continue to advocate for local governance, foster democratic values, and promote sustainable development across our region. Here’s to the next 20 years of NALAS—a network built on trust, solidarity, and a shared vision for a brighter future.”

Mr. Raicevic expressed gratitude to all who contributed to NALAS’ development, its leadership, the mayors-presidents and vice-presidents of NALAS, the directors and secretary generals of NALAS’ member associations, their staff, NALAS Secretariat staff, as well as all partners and supporters.

Mr. Andreas Knaupe, Vice President of the European Committee of the Regions, said: “NALAS is to us a retainable partner, a source of best practice and an advisor on the realities on the ground. Together with the member associations, NALAS helps us bring local and regional issues to the decision-makers in Brussels.”

The debate included inputs by Congress’ members from Switzerland, United Kingdom, Montenegro, Bulgaria, Albania, Netherlands and Türkiye, all congratulating for the work of NALAS and its impact in the region and beyond.

At its booth, NALAS presented its achievements in the past 20 years, and collected participants ideas for the future.

NALAS Executive Director, Mr. Kelmend Zajazi addressed at the closing of the 47th Session of the Congress of Local and Regional Authorities of the Council of Europe.

“I would like to emphasise the importance of multilevel governance in addressing the problems that extend beyond national borders—problems like democratic backsliding, climate change, and social injustice. This type of governance, where local, regional, and national governments collaborate effectively, is essential to building inclusive and resilient societies across Europe”, said Mr. Zajazi.

“For EU candidate countries, especially in Southeast Europe, it is crucial that the EU accession process remains paired with strong decentralization reforms. The Congress, together with the Council of European Municipalities and Regions (CEMR) and NALAS, must engage with the EU to ensure that local governments are meaningfully involved in the integration process.”, concluded Mr. Zajazi.
