  • Work the Net - A Management Guide for Formal Networks 25.03.2008

    image1 The guide addresses networking practitioners, as well as other professionals wishing to set up a network, but also established networkers will find some useful tips. It was developed by professionals with sound experience in designing and running networks. This hands-on guide in concise A5 format describes on 140 pages how formal networks can be set up, managed and used in an efficient and effective way. The process-oriented approach is explained with a flow chart, and checklists summarize the crucial steps. A resource section provides relevant publications and websites. 'Work the Net' is one of the results of the German Technical Cooperation (GTZ) project 'Networking, Information and Knowledge Management by Regional Organizations' (NeRO), which provided an exchange platform for information and knowledge management approaches and instruments between regional development organizations focusing on the management of natural resources in the Asian context.

  • The Role of Local Government Associations in Training Delivery to Local Authorities 06.03.2008

    cimg4832 The NALAS workshop on the Role of associations of local governments in training delivery to local authorities was held on 6-7 March 2008 in Skopje. This workshop is the first result of the newly launched NALAS program Quick response, a new service provided to NALAS members and the purpose of the workshop was to allow exchange of experiences between NALAS members, as well as with sister associations from other countries that have experience in providing training to local authorities. Besides experiences from South East Europe, participants were introduced to good and bad practices of Austria, Lithuania and the Council of Europe.

  • The Role of LG Associations in Training Delivery to Local Authorities Workshop in Skopje, 6-7 March 2008 06.03.2008

    NALAS participants: NALAS President, Vice-President, Lialison Officers, Association Employees. The NALAS workshop on the Role of associations of local governments in training delivery to local authorities was held on 6-7 March 2008 in Skopje. This workshop is the first result of the newly launched NALAS programme Quick response, new service provided to NALAS members. The event was response to the demand of the Association of Municipalities of Montenegro, which was in the process of preparing national training strategy.

  • Role of Local Government Associations of South East Europe in Training Delivery to Local Authorities 05.02.2008

    During February 2008, NALAS surveyed its members to gather facts and best practices, challenges and recommendations for strengthening their training capacities. A total of 11 member associations out of 12 responded to the distributed questionnaire. This Survey Report, The Role of Local Government Associations in Training Delivery at Local Level, presents the most significant findings. The questionnaire covers several important issues, including: the development and implementation of a National Training Strategy, Training Delivery, the Training Capacities of Associations and the funding of training; it identifies good and bad experiences and sets out key questions in all these fields.

    ifc1 The World Bank Group's Subnational Development Program (SND) provides financing and access to capital markets to local governments (municipalities, provinces, regions) and their public companies. It acts as a catalyst to enhance their capacity and creditworthiness without central government guarantees. SND helps sub-national entities to expand and improve infrastructure and other public services. Financial products include guarantees, loans, or equity investments, and may be available in local currency. Local governments and public companies can manage the investments directly or in the context of public-private partnerships.

    TN_CIMG3785 The second meeting of the Task Force on Fiscal Decentralization took place in Sofia on 15 and 16 November, 2007. It was hosted by the National Association of Bulgarian Municipalities (NAMRB). The purpose of the meeting was to decide about the presentation of the Task Force at the NALAS General Assembly on December 13 and 14, to present current situation in the fields of budget negotiations and fiscal decentralization in the respective countries, as well as to agree on the next steps in the implementation of 2 projects developed by the Task Force: Budget Negotiations and Municipal Cost Estimation.

    The second meeting of the Task Force on Fiscal Decentralisation took place in Sofia on 15 and 16 November, 2007. It was hosted by the National Association of Bulgarian Municipalities (NAMRB).   • Cadidates for Pilot Municipalities 01.11.2007

    The on-going project of the NALAS Task Force on Urban Planning named "Urban Integration of Informal Settlements" involves selection and work in two pilot municipalities in the NALAS member countries. The selection criteria for the pilot municipalities requires that they must be medium sized municipalities, with 1000 to 2000 informal units. There should be a functioning planning department in place, the informal settlements should make a compact uniform unit and the local authority should be open and interested to resolve the issue. The candidates for pilot municipalities are presented below in powerpoint presentations.

    The second meeting of the Task Force on Urban Planning took place in Ljubljana on 26 and 27 of October, 2007. It was hosted by the Association of Municipalities and Towns of Slovenia. The purpose of the meeting was to assign roles, discuss organizational issues, begin the implementation of the accepted project in urban planning and discuss the upcoming project(s). This is also a formal beginning of the project "Integration of Informal Settlements", led by the Association of Albanian Municipalities.
