The workshop Towards the Regional Decentralization Observatory for South-East Europe: Development of the written guidelines on measuring the indicators will be held in Vienna on 5 and 6 December 2017. This is the second in a series of three workshops organized by NALAS with the aim of establishing the NALAS Regional Decentralization Observatory (RDO) for South-East Europe. The first workshop was held in Jahorina on 12-13 September 2017.
RDO builds upon the five-year successful NALAS monitoring of the fiscal indicators with an ambition to widen the scope of our annual monitoring exercise. The purpose of the RDO will be to regularly monitor current situation in South-East Europe, over a number of important development dimensions and indicators, including Good Local Governance, Quality of Local Public Services, Local Economic Development, and Citizen Engagement. The RDO will highlight commonalities and disparities in South-East Europe in terms of preconditions for resilient societies. The products and services of the RDO are expected to have significant impact in: a) helping Local Government Associations’ efforts for more decentralization and improved financing for local governments through a data driven and evidence-based process, b) assisting policymakers at the national and local levels to better understand differences and gaps when compared to the region, and therefore in setting the development priorities and public administration reforms, and c) contributing to improved donor aid and co-ordination.
